Add OpenAI-compatible API and Docker deployment

- Add FastAPI-based API in whisperx/api/
- Implement transcription endpoint compatible with OpenAI
- Added Dockerfile and docker-compose.yml for easy deployment
- Updated README with Docker instructions
- Added new script whisperx-serve for running the API
